Terms of Use

Article 1 [Purpose)
These terms and conditions apply to the terms and conditions of use and procedures in using the services (hereinafter referred to as "services") provided by the SPEC Certification Body (hereinafter referred to as the "company") in accordance with the Telecommunications Business Act and the Act on Promotion of Information and Communication Network Utilization, etc. It aims to prescribe basic matters related to.


Article 2 (Effect and Change of Terms and Conditions)
1. These terms and conditions become effective when the company posts its contents through the service screen and the user agrees to it. 2. The Company may set these Terms and Conditions to the extent that it does not violate related laws such as the Act on Regulation of Terms and Conditions, the Telecommunications Business Act, and the Act on Promotion of Information and Communication Network Utilization, etc., and may arbitrarily revise these Terms and Conditions. Members with a membership can withdraw according to the form determined by the company.
3. If the Company revises the terms and conditions, the date of application and the reason for the amendment shall be specified and announced on the initial screen of the service together with the current terms and conditions from 7 days before the application date to the day before the application date. However, if a user who has agreed to the old terms and conditions continues to use the company's services after the effective date of the amendments to the terms and conditions, it is deemed to have agreed to the revised terms and conditions.  4. In case of revising the terms and conditions, the revised terms and conditions are applied only to contracts concluded after the effective date, and the terms and conditions before the amendment are applied to contracts already concluded before that date. However, if a user who has already signed a contract has indicated that he/she wants to be subject to the revised terms and conditions as in Paragraph 3, the revised terms and conditions are automatically applied.


Article 3 (Rules other than the terms and conditions)
Matters not specified in these Terms and Conditions and interpretation of these Terms and Conditions shall be governed by the Framework Act on Telecommunications, Telecommunications Business Act, Act on Promotion of Information and Communication Network Utilization, and other related laws or commercial practices established by the government.


Article 4 (definition of terms)
The definitions of terms used in these terms and conditions are as follows.

1. Member: A person who has signed a contract with the company or has been given a user ID to receive the service.
2. ID: A combination of letters and numbers determined by the member and approved by the company for member identification and service use.
3. Password: It is a combination of letters and numbers set by the member in order to confirm that the member is a member of the given ID and protect the member's own secret.
4. Termination: This refers to the termination of the service contract by the company or member after opening the service.


Chapter 2 Membership Registration, Information Change, and Member Withdrawal


Article 5 (member registration)
1. The user applies for membership by filling in the member information according to the registration form set by the company and expressing their intention to agree to these terms and conditions.
2. The company registers as a member of the users who apply for membership as described in Paragraph 1, unless they fall under any of the following items.
1) When the applicant for membership has previously lost membership (except when 3 years have passed since the loss of membership and the company's approval for re-registration is obtained)
2) In case there is false information, omission of entry, or mistake in the registration details
3) If it is judged that registering as a member is significantly impeding the company's service


Article 6 (change of member information)
If the member information entered at the time of application for use is changed, the member must directly modify it online and may request the administrator to do so. At this time, the member is responsible for any problems caused by the unchanged information.


Article 7 (member withdrawal and loss of qualifications, etc.)
1. If a member wishes to withdraw, he or she can request withdrawal, and the company handles withdrawal of the member according to the prescribed form. 2. If a member falls under any of the following reasons, the company may restrict or suspend membership. 1) When false information is registered at the time of application for subscription 2) When it interferes with other people's use of the service or threatens the electronic transaction order, such as stealing the information 3) When it interferes with the operation of the company, such as changing the information provided 4) In the event of an act that is prohibited by laws and these terms and conditions or is contrary to public morals. 3. In the event that the reason is not corrected after the company restricts and suspends the membership, the company may lose the membership. 4. If the company loses membership, membership registration will be canceled. In this case, the member is notified and given an opportunity to explain before the member registration is cancelled.


Chapter 3 Provision and Use of Services


Article 8 (Service use time and suspension)
1. In principle, the use of the service is possible 24 hours a day, 7 days a week, except for special business or technical cases.
However, for operational purposes, the service may be temporarily suspended during the period set by the company. In this case, the company will notify you before or after.
2. The company may stop providing the service in the following cases.
1) In case of inevitable construction such as repair of service facilities
2) When the telecommunications service provider stipulated in the Telecommunications Business Act suspends telecommunication services
3) When there is a problem with the use of the service due to equipment failure or congestion
4) In case of other force majeure reasons


Article 9 (Notice to users)
1. The Company may provide information to members by e-mail or other methods about various information deemed necessary by the member while using the service.
2. In the case of notification to a large number of unspecified members, the company may substitute individual notification by posting it on the bulletin board for more than one week.


Article 10 (Obligation for User's ID and Password)
1. Each user is responsible for managing his/her ID and password, unless the company is responsible for it in accordance with relevant laws and ��Personal Information Protection Policy��.
2. Users should not let a third party use their ID and password.
3. If the user realizes that his/her ID and password have been stolen or used by a third party, he/she must immediately notify the company and follow the company's guidance.


Article 11 (advertising)
1. The company may post advertisements on the service screen, homepage, and e-mail in relation to the operation of the service.
2. The company is not responsible for any loss or damage arising as a result of the member's participation in the promotional activities of the advertiser posted on the service or the transaction.


Article 12 (Member Posts)
1. All rights and responsibilities, including copyrights for posts, belong to the member who posted them, and the company has the right to publish within the company's services.
2. The company is not responsible for the accuracy and reliability of the information posted by the user on the service.
3. The Company is not responsible for the contents and results posted or posted by the member on the service or transmitted or received through the service, and may delete the post at will if the following conditions are met.
1) In the case of content that slanders others, invades privacy, or damages honor
2) If the content violates public order and morals
3) When there is a risk of disturbing or impairing the stable operation of the service
4) If the content is judged to be related to criminal activity
5) In case of infringement of other rights such as the company's intellectual property rights or the intellectual property rights of others f. If the content is posted for other commercial purposes, such as the promotion of a specific product
6) In case of unauthorized modification of the entered information
7) In case of stealing another member's member ID and password
8) If it is judged to be in violation of other related laws


Article 13 (Protection of Intellectual Property Rights)
1. Copyrights and other intellectual property rights for works created by the company belong to the company.
2. Members cannot commercially use the materials posted on the service, such as processing and selling information obtained using the service.


Chapter 4 Personal Information Protection

The company's personal information protection policy complies with the provisions of Articles 16 and 18 of the Act on Promotion of Information and Communication Network Utilization. The following contents have been prepared in accordance with the'Personal Information Protection Guidelines' in effect from June 1, 2000.


Article 14 (company security management)
The company takes necessary measures to ensure safety so that users' personal information is not lost, stolen, leaked, altered or damaged. However, there is a possibility that other people may collect and use personal information that members voluntarily provide online, such as bulletin boards, emails, and chats, and these risks are the responsibility of the individual and the company is not responsible.


Article 15 (Consent to the Company's Use of Member Information)
1. The Company may collect and use personal information that can be identified by the user with the consent of the user in order to improve the quantity and quality of the service for users who use the service provided by the company.
2. The personal information collected by the company is kept to the minimum required for the provision of services, but more detailed information may be requested than necessary.
3. Personal information provided by users will not be disclosed or provided to third parties without the consent of the user. However, the company may provide or share necessary information to third parties for the purpose of improving the quality of service provided to members through partnerships with business partners, or for statistical writing or market research, as long as it does not violate relevant laws.
4. The company provides services through partnerships with professional content providers or business operators in various fields for the purpose of providing various services such as customized services, Internet shopping services, and communication services to members. Therefore, the Company may share a limited range of personal information necessary for the use of the service, such as name or address from the personal information entered at the time of membership registration, with the service partner in order to enable the member to use the service provided through the partner company.
5. Users may withdraw their consent to the collection and use of personal information provided to the company.
6. Users can view the personal information provided to the company, and if the information is incorrect, they can request correction from the company.


Chapter 5 Obligations of each party

Article 16 (Company's Obligation)
1. The Company shall not act prohibited by laws and regulations and this Agreement, and shall do its best to provide the service continuously and stably in accordance with this Agreement.
2. The company takes necessary measures to protect and manage users' personal information (including credit information) so that users can safely use Internet services.
3. The company does not send commercial e-mails for commercial purposes that users do not want.
4. In principle, the company does not disclose or distribute member personal information to third parties without the consent of the member.
However, exceptions apply to the following cases.
1) When there is a request from a national agency according to laws such as the Framework Act on Telecommunications
2) When there is a criminal investigation purpose or at the request of the Information Communication Ethics Committee
3) When there is a request in accordance with the procedures stipulated by other related laws
5. The company may create and use data on all and part of the member's personal information in relation to business, and transmit cookies to the member's computer through the service.


Article 17 (Member's obligations)
1. Members must comply with the provisions of these terms and conditions, service use guides, and precautions.
2. Members provide and maintain complete information that is true, accurate and consistent with current facts about the information required in the registration form.
3. Members have an obligation to manage their ID and password, and members are solely responsible for all consequences of using the member's ID and password.
4. Members shall not allow their ID and password to be used by a third party, and if they become aware that their ID and password have been stolen or used by a third party, they shall immediately notify the company and, if there is guidance from the company, Must follow.
5. Members cannot use the service for commercial purposes without prior consent.
6. The user may not use the information obtained by using the company commercially by copying, transmitting, publishing, distributing, broadcasting or other methods without consent, or making it available to a third party.
7. Member's Code of Conduct
1) Users are solely responsible for the posts or contents posted by the member through this service.
2) Members do not engage in any activities that are illegal, harm others, or defame others. All. Members are not useful because they collect or store personal information of others.


Chapter 6 Other

Article 18 (Dispute Resolution and Other Matters)
1. The company takes appropriate and quick action by reflecting the legitimate opinions or complaints raised by users.
2. If it is difficult to process promptly, the company will notify the user of the reason and processing schedule.


Article 19 (Liability for damages)
The company is not responsible for any damages incurred to members in connection with the use of the service as long as the company's service is provided free of charge.


Article 20 (Disclaimer)
1. The Company shall not be held liable for any damages incurred during the use of the service without any reason for the Company's responsibility.
2. If the company cannot provide the service due to the reasons specified in the terms and conditions, the company is exempted from responsibility for failure to provide the service.
3. The company is not responsible for the warranty for the linked site of the company and therefore is not responsible for any transactions made between the linked site and users.
4. The company is exempted from responsibility for service use failure due to reasons attributable to the member.
5. The company is exempted from responsibility for the contents such as the reliability and accuracy of the information, data, and facts posted by the member on the service.


Article 21 (Pre-treatment of dispute)
1. The case of a lawsuit by a member is limited to cases where the reason for responsibility is clearly recognized by the company.
2. When a member files a lawsuit against the company, all claims or lawsuits arising from the use or terms of this service, regardless of conflicting laws or regulations, must be filed within one year from the date of the cause, and subsequent filings Impossible forever.


Article 22 (Competent Court)
Any dispute arising out of or related to the service between the user and the company shall be brought to the court of the Republic of Korea, which has the jurisdiction of the Civil Procedure Act.
Supplementary provision
(Effective date) These terms and conditions apply from July 17, 2008, and the existing terms and conditions that have been applied so far are replaced by these terms and conditions.

Privacy Policy

'SPEC' (hereinafter referred to as the 'Company') values the personal information of customers and complies with the Act on Promotion of Information and Communication Network Utilization and Information Protection.
The company informs you of the purpose and method of using the personal information provided by customers through the privacy policy, and what measures are being taken to protect personal information.

When the company revises its privacy policy, it will be notified through website notice (or individual notice via e-mail).

-Destruction procedure
The information entered by the member for membership registration, etc., is transferred to a separate DB (separate filing cabinet in the case of paper) after the purpose is achieved, and is scheduled according to the reasons for information protection according to internal policies and other related laws (refer to retention and use period). Personal information transferred to a separate DB is not used for any other purpose other than to be retained unless required by law.

-Method of destruction: When withdrawing from membership, it is destroyed using the method of deleting DB information.

Provision of personal information
   In principle, the company does not provide users' personal information to the outside. However, the following cases are exceptions.

-When users agree in advance
-In accordance with the provisions of the law, or if there is a request from an investigative agency in accordance with the procedures and methods prescribed by the law

Consignment of collected personal information
   The company does not entrust your information to external companies without your consent. If such a need arises in the future, we will notify the customer of the entrusted person and the contents of the entrusted business and obtain prior consent if necessary.

Rights of users and legal representatives and how to exercise them
   Users can view or modify their registered personal information at any time and may request termination of subscription.

In order to view and edit personal information, you can directly view and correct through 'Change Personal Information' (or 'Edit Member Information') after logging in as a member.
For cancellation of subscription (withdrawal of consent), please contact us by e-mail and we will withdraw without delay after identification.

Or, if you contact the person in charge of personal information management in writing, by phone or by email, we will take action without delay.

If you request correction of errors in personal information, we will not use or provide the personal information until the correction is completed. In addition, if incorrect personal information has already been provided to a third party, the result of the correction will be notified to the third party without delay so that the correction can be made.

The Company handles personal information canceled or deleted at the request of the user as specified in the "Retention and Use Period of Personal Information" and is processed so that it cannot be viewed or used for any other purpose.

Matters concerning the installation, operation and rejection of automatic personal information collection devices
   The company operates 'cookies' that store and retrieve your information from time to time. Cookies are very small text files that the server used to operate the website sends to your browser and are stored on your computer's hard disk. The company uses cookies for the following purposes.
