Chapter 1: General Provisions

Article 1 [Purpose)

These terms and conditions are intended to stipulate the rights, obligations and responsibilities of the SPEC and users in using the business-related services (hereinafter referred to as services) provided by the SPEC.

Article 2 (Definition of terms)

(1) The definitions of terms used in this agreement are as follows.
-'Member' refers to a user who agrees to these terms and conditions and uses the service.
-The term 'use contract' refers to all contracts concluded between the Certification Body and the member in relation to the use of the service, including this agreement.
-'User ID' refers to a unique combination of letters and numbers given to each member by the Member at the request of a member for identification and service use.
-'Password' refers to a unique combination of letters and numbers set by the member and registered with this authentication agency to verify the identity of the member identified by the user ID.
-'Terminal' refers to computing devices such as personal computers, PDAs, and mobile phones used by members to access the service.
-'Termination' refers to the termination of the contract of use by the certification agent or member.
(2) Among the terms used in this Agreement, those not specified in Paragraph 1 shall be in accordance with the relevant laws and regulations and service-specific guidance, and other terms shall be in accordance with general customs.

Article 3 (Effect and Change of Terms of Use)

(1) These terms and conditions are disclosed online through the SPEC, and become effective with the consent of the member and the approval of the certification body. In the event of a reasonable reason, the certification body may revise it to the extent that it does not violate relevant laws. The revised terms and conditions will take effect by notifying them through the SPEC in accordance with due process.
(2) Members must visit the SPEC on a regular basis to check the changes to the terms and conditions. We are not responsible for any damages to members caused by not knowing the information on the changed terms and conditions.
(3) Members may request membership withdrawal (termination) if they do not agree to the changed terms and conditions.

Article 4 (rules other than the terms and conditions)

If necessary, the Certification Body may set individual terms and conditions or operating principles (hereinafter referred to as ``service-specific guidance'') for individual items within the service. Apply first.


Chapter 2 Signing a contract for use

Article 5 (establishment of use contract)

(1) The use contract is established with the consent of the Certification Body for the user's consent to the contents of the contract and application for use.
(2) To agree to the use contract, at the time of application for use, express your intention by pressing the 'I agree' button by the Certification Body per application.

Article 6 (application for service use)

(1) A user who wants to use the service by signing up as a member must provide all information (user ID, password, name, contact information, etc.) requested by this certification body.
(2) All members must provide the member's own information to use the service, and members who have not registered their true information, such as stealing other's information or registering false information, have no rights in relation to the use of the service. Cannot claim, and may be punished according to relevant laws and regulations.
(3) Membership registration must be made only through the person's true information, and the certifier can take measures to confirm the information registered by the member. Members must actively cooperate with the verification measures of the certification body, and if they do not comply, the certification body may treat the information registered by the member as unclean.
(4) The certification body may classify members by grade and divide the usage time, number of times, service menu, etc. into different usage.

Article 7 (protection and use of personal information)

(1) This certification body strives to protect the personal information of members in accordance with the relevant laws and regulations. Regarding the protection and use of personal information, the relevant laws and regulations and our personal information protection policy are applied.
However, in linked sites other than the official website of the certification body, the privacy policy of the certification body does not apply. In addition, the member must thoroughly manage the password to prevent exposure to others, and the certification body is responsible for the reasons attributable to the member. We are not responsible for any exposed information.
(2) In the following cases, this certification body may provide the member's personal information to a third party within the scope permitted by law.
-When information is requested from an certification body or other government agency
-In case it is necessary for information protection work such as confirmation of fraud, including violation of the member's laws or terms and conditions
-If required by other laws

Article 8 (approval and restriction of application for use)

(1) If there is no business performance or technical obstacle to the application for use pursuant to the provisions of Articles 5 and 6, in principle, the Certification Body approves the use of the service in the order of receipt.
(2) We may withhold approval in the following cases.
-In case of application for use in which the person's true information is not provided
-When the application is made for the purpose of violating laws and regulations or hindering the well-being and order of society and morals
-If user wants to use this service for illegal purposes
-If user wants to use this service for the purpose of pursuing profit
-When a user who is in a competitive relationship with the service applies
-In case of application by a user whose use contract has been terminated in violation of laws or terms and conditions
-In case of applying in violation of other regulations
(3) In the event that the application for service use falls under any of the following subparagraphs, the Certification Body may withhold approval until the reasons for restriction on the application are resolved.
-In case that our certification body does not have enough facilities
-In case there is a technical obstacle to the certification body
-In case it is difficult to approve use due to other reasons attributable to our certification body
(4) In the event that the customer applying for use is a minor stipulated by relevant laws and regulations, we may withhold approval as prescribed in the guide for each service.
(5) After completing the membership registration process, the certifier may withdraw the consent to use if the reasons for each subparagraph of paragraph 2 are found.

Article 9 (User ID grant and change, etc.)

(1) This certification body assigns a user ID to the member according to the terms and conditions.
(2) User ID cannot be changed in principle, and if you wish to change it due to unavoidable reasons, you must cancel the ID and re-register.
(3) With the consent of the member, the user ID of the certification body may be linked to the member ID of the site operated by the authentication agency.
(4) User ID may be changed or suspended at the request of the member or ex officio of the certification body in the following cases.
-If the user ID is registered with a phone number or resident registration number, etc., and there is a concern about invasion of privacy
-In case of disgust to others or contrary to public morals
-If there is a risk of misunderstanding or the same name as the name of the certification body, service or service operator of the agency, etc.
-In case of other reasonable reasons
(5) Members are responsible for managing user IDs and passwords. Members are responsible for damages to the certification agent per service use or illegal use by a third party due to negligence management, and the certification body is not responsible for it.
(6) Matters related to the management and change of other members' personal information shall be determined in the guide for each service.


Chapter 3 Obligations of Contracting Parties

Article 10 (Obligations of this certification body)

(1) The certification body shall allow the member to use the service on the desired service start date unless there are special circumstances.
(2) In order to provide continuous and stable service, our certification body will repair or restore without delay unless there is an unavoidable reason when a facility is damaged or destroyed.
(3) We establish a security system to protect personal information, and disclose and comply with the personal information protection policy.
(4) If the opinion or complaint raised by the member is objectively recognized as legitimate, the certification body shall immediately process it through appropriate procedures. However, if immediate processing is difficult, the member must be notified of the reason and processing schedule.

Article 11 (Member's obligations)

(1) When applying for membership or changing member information, a member must fill out all the information based on the facts, and if he/she registers false or other person's information, he or she cannot claim all rights related to this.
(2) Members must comply with the matters stipulated in the Terms and Conditions, other regulations and notices set by the Certification Body, and related laws and regulations, and other acts that interfere with the Certification Body's business, Do not do anything that defames or damages others.
(3) Members must immediately notify the Certification Body of any change in terms of use, such as address, contact information, and e-mail address, through the appropriate procedure.
(4) Members cannot conduct business activities using the service without prior consent of the Certification Body, and the Certification Body is not responsible for the results of the business activities. In addition, if the member suffers damages to the Certification Body due to such business activities, the member is responsible for allocating damages to the Certification Body, and the Certification Body is required to request compensation for damages, etc., through the appropriate procedures and restrictions on service use for the member.
(5) Members cannot transfer or donate the right to use the service or the status of the Certification Body per contract of use to another person, and cannot provide it as collateral, unless there is an explicit consent of the Certification Body.
(6) Members shall not infringe on all rights, including intellectual property rights of the Certification Body and third parties, or perform any act falling under the subparagraphs of Article 18.


Chapter 4 Use of service

Article 12 (service use time)

(1) In principle, the use of the service is operated 24 hours a day, 365 days a year, unless there is a special problem in the business or technology of this certification body. However, this certification body may temporarily suspend the service on a day or time determined by the certification body for regular system inspection, expansion, and replacement, and the temporary suspension of service due to scheduled work will be notified in advance through the SPEC.
(2) In case of unavoidable reasons such as urgent system inspection, expansion and replacement, equipment failure, congestion in service use, national emergency, power outage, etc., we may temporarily suspend all or part of the service without prior notice.
(3) If it is necessary for service operation such as service reorganization, we may stop providing all or part of the service after prior notice to the member.

Article 13 (Member's posts, etc.)

(1) Posts refer to articles, photos, and various files and links posted by members while using the service.
(2) In the event that damages or other problems occur to the member or others due to the postings registered by the member on the service, the member shall be held liable for this, and the certification body shall not be liable for this unless there are special circumstances.
(3) The certification body may take relevant measures such as temporarily suspending, modifying, deleting, moving, or refusing to register the postings falling under each of the following items without prior consent of the member.
-In the case of content that severely insults or defames other members or third parties
-In case of disseminating or linking content that violates public order and morals
-If the content promotes illegal copying or hacking
-If the advertisement is for profit
-If the content is objectively recognized as being associated with a crime
-In case of content that infringes other users' or third parties' copyrights or other rights
-In the case of personal political judgment or religious opinion that the certification body determines that the service does not match
-If the posting principle stipulated by this certification agency is not violated or does not meet the nature of the bulletin board
-If it is judged to be in violation of other related laws
(4) In case of receiving a request to stop posting from a third party for defamation or infringement of intellectual property rights, etc., the certification body may temporarily stop posting (stop transmission), and between the requester and the post registrant If a lawsuit, settlement, or other similar decision is made and filed with our certification agency, it shall be followed.
(5) If the posting is temporarily suspended, the member who has registered the post may request a repost (resume transmission) to the certification body, and if the posting is not requested within 3 months from the date of posting, the certification body shall can delete it.

Article 14 (copyright for postings)

(1) Copyright and other intellectual property rights for posts or works created by this certification agency belong to this certification body.
(2) The copyright of the post posted by the member in the service belongs to the posted member.
However, for the purpose of operating, displaying, transmitting, distributing, and promoting the service, this certification body may use the post registered by the member as follows within a reasonable scope in accordance with the fair practices stipulated in the copyright law for free without separate permission from the member There is.
-Reproduction, modification, modification, display, transmission, distribution of member posts within the service, and creation of edited works within the scope of not harming the copyrighted properties
-To provide, display, or promote the contents of members' posts to service partners such as media and telecommunications companies. However, in this case, the certification body does not provide the member's personal information other than the member's user ID without separate consent.
(3) In the case of using the member's post in a method other than the preceding paragraph, the certification body must obtain the member's consent in advance through a method such as telephone, fax, or e-mail.
(4) If the member cancels the use contract, all posts (ex. mail, blog, my home, etc.) recorded in his/her account will be deleted.
However, this does not apply to posts that have been reposted or reproduced by others for archiving or archiving, posts provided in combination with posts from others, and posts registered on public bulletin boards.

Article 15 (provision of information)

(1) The Certification Body may provide the member with various information deemed necessary to use the service by e-mail, letter, mail, SMS, phone, etc.
(2) We may collect additional personal information according to relevant laws and regulations with the consent of the member for the purpose of improving the service and introducing the service to the member.

Article 16 (advertising posting and transactions with advertisers)

(1) Part of the service investment base that this certification body can provide services to members comes from the revenue through advertising. Members agree to the posting of advertisements exposed when using the service.
(2) We are not responsible for any losses or damages arising from the member's participation in the promotion activities of advertisers, communication or transactions posted on the service or through the service.


Chapter 5 Termination of Contract and Restriction on Use

Article 17 (contract change and termination)

(1) When a member wishes to terminate the use contract, the member himself/herself must cancel the subscription by using the [Customer Center] menu in the service.
(2) In the event of termination of the use contract, the Certification Body will cancel the membership registration according to the Certification Body's Privacy Policy. In this case, this will be notified to the member, and if the Certification Body wishes to terminate the use contract ex officio, the member is given an opportunity to clarify before the cancellation

Article 18 (restrictions on service use)

In the event that a member violates Article 11 of these Terms and Conditions in terms of service use, or falls under any of the following items, the Certification Body may restrict, initialize, terminate the use contract, and take other relevant measures.
-Registering illegal information in member information, stealing other's user ID, password, and other personal information, or transacting or providing a user ID with another person
-Sending, posting, e-mailing, or other methods of information, sentences, figures, sounds, and videos of vulgar or obscene content that violates public order and morals or may infringe on the honor or privacy of others Spreading
-Acts that harass or threaten other users, or cause constant pain or inconvenience to specific users
-Any act of changing the client program of the certification body, hacking the server of the certification body, or changing part or all of the website or posted information without being granted special rights from the certification body
-Reproducing the information obtained through the service for purposes other than using the service without prior consent of the certification body, using it for publication or broadcasting, or providing it to a third party
-In the event that it interferes with the normal service operation, such as impersonating the management team, staff, or officials of this certification body, or intentionally interfering with the service
-When there is a request for correction from related public institutions such as the Information Communication Ethics Committee
-If you have not used the service for more than 3 months
-In case of using only data without index file on My Home and using it for file data room only
-Acts that violate all laws, including the terms and conditions, or objectively judged to be associated with a crime


Chapter 6 Compensation for damages and other matters

Article 19 (Compensation for Damage)

(1) In the event of damage to the other party by intention or negligence in connection with the use of the service, the certification body and the user shall compensate for it.
(2) The certification body is not responsible for any damages unless it violates the contents of the personal information protection policy in relation to the use of services provided free of charge.

Article 20 (Disclaimer)

(1) In the event of a natural disaster, war, suspension of service by a telecommunications service provider, or other force majeure equivalent to this, the certification body is exempted from responsibility for service provision. (2) The certification body is exempted from liability for damages caused by unavoidable reasons such as maintenance, replacement, regular inspection, and construction of service facilities. (3) We are not responsible for any damages caused by a member's computer error, or if a member's personal information and e-mail address are incorrectly entered. (4) We are not responsible for any failure or loss of profits expected by the member using the service, and is not responsible for any damages caused by data obtained while using the service. (5) The certification body is not responsible for the reliability and accuracy of various information, data, facts, etc. posted by members in the service, and intervenes in disputes between members and between members and a third party through service. We are not obligated to do so, nor are we responsible for any damages caused by this. (6) The Certification Body is not obligated to pre-examine the member's post before registration or to check or review the content of the post at all times, and is not responsible for the results.

Article 21 (Notice)

(1) In the event that this certification body notifies the member, the e-mail address registered by the member with this certification agency can be used. (2) In case of notification to a large number of unspecified members, this certification body may substitute individual notification by posting it on the bulletin board for more than 7 days.

Article 22 (jurisdiction and governing law)

(1) Matters not specified in these terms and conditions are subject to relevant laws and business practices of the Republic of Korea, such as the Telecommunications Business Act.
(2) In the case of members of the Certification Body's flat-rate service and other paid service members, the terms and conditions and policies separately set by the Certifying Body will be applied in relation to the service.
(3) If a lawsuit is filed for a dispute arising from the use of the service, the Seoul Central District Court of Korea shall be the competent court.
